Issuer/Issuing Bank

The issuer/issuing bank is the financial institution (a licensed member of MasterCard or VISA) which holds contractual agreements with and issues cards to cardholders. The name is derived from the fact that the issuer issues payment to the acquiring bank on behalf of its customer, the one making the purchase.

The credit card issuer and the acquirer share liability for non-payment when extending a line of credit to a consumer. When issuing a debit card, however, the issuing bank assumes full liability for the customer’s capacity to pay off any debts they might incur.
